Are these systems in game yet? Or still mostly theoretical?
Been a thing since 3.0.9 patch, so like 4 years
According to poster above they still aren't working well even after 4 years. Weird.
Haven't had a problem with the crime system, both on the delivering and receiving end.
What's not working exactly?
Come on this is Chris Roberts, the Don of the gaming industry, the crime system must be working!
Look at how much free money they rake in every year despite never delivering a finished game, (or even a date for one), their crime system would make a mafia Don envious.

What's not working exactly?
As I can find no widespread complaints about the crimestat process not working and knowing you play regularly I going to go with your view of it as being more accurate.
The number of recent videos and blogs advertising ways to remove crimestat easily or even by hacking is concerning as I feel CCP made a mistake by intentionally allowing this in their game about 8 years ago.
Still, until release and afterwards such can be adjusted as the developers see fit so if I ever play SC I may one day find out.

Last I checked (though this may be out of date), there was exactly one way to break out of prison in SC. It's the same route every time, and essentially ends up being a little mini game.
Now what would be fun is watching the griefers and gankers gathering at the exit and extorting or killing the prison breakers. Then again, death right there may be the fastest way back to the game.
Anyway, just another half finished system, half baked into the game.

Snarky commentary aside, could you tell us more about the prison break loop, and how it differs from the past version? How it works in the game and delivers actual deterrence?

But when I was doing the escape loop a couple of times I noticed I wasn't very good at jumping platforms and that it was also a hassle to have to remove the crime stat after escaping (CIG made the security records compound harder) so I usually just do my time mining like a good citizen
With that said the escape route mechanics doesn't have seemed to have changed a lot since I tried as this is from 3 weeks ago:

So if you're a criminal and get jailed you have to mine to earn your way out? If so, that is pretty epic.
