best as in visually appealing or or technical mumbo jumbo?
if you are going by visually appealing, you are going to get different answers. some people will like EQ2's play-doughy, Gumby look over WoW's cartoonish look.
SWG has good graphics, if you have the rig that can play it at full settings. It can be extremely good. However, due to SOE's screwing up of the game I really would recommend staying as far away from the game as possible.
Another game that has good graphics is Lineage II. Awesome graphics, but yet again the game play has a lot to be desired. NCSoft needs to make the game more condusive to NA style of game play and drop the Korean style. Southeast Asians have a different game style then we in US, and Europe have and that may explain why Lineage II isn't doing so great here.
DAoC with it's latest graphics updates makes it one of the better looking MMORPG's in my opinion and that is what keeps this game going. Mythic has done a great job in this department and should be commended on using an engine that can be upgraded as well as theirs can.
IMO the best LOOKING MMORPG out there with the most detailed graphics is DAOC. EQ2 has a better *engine* but I think DAOC's engine and graphics LOOK superior even to that. And their characters don't come out looking plastic.
People tout WOW graphics but I just don't see it. Not only are they low poly (which yes, helps with lag on older systems) but the graphics are very cartoony, which I hate. As far as the "artwork" WOW did a good job. But it's low tech graphics with a good job of texturing.
DAOC has not only managed to come out with a new engine, they converted the ENTIRE game to it as well, not just sections like some other older MMORPG's did. The whole game looks new and fresh under the engine. And for folks with older systems they can still use the older TOA engine that is less demanding for system performance.
As a side bonus: I also think DAOC is, hands down, the best MMORPG on the market right now. It's fun, it's engrossing, it's got lots to do, it offers variety, diversity, character customization out the wazoo.... Some of the best PVP combat in the MMO industry.
SIDEBAR: People who try the free trial and say the graphics look old need to remember that the free trial uses the 3 year old Trials of Atlantis engine. This is because the Catacombs (new) engine came out after the trial was released. They haven't updated the trial because of SIZE constraints... They didn't want the trial to be too huge a download. The Catacombs engine is BIG because it contains catacombs engine graphics for every item, zone and critter in the game. If you want to see the catacombs graphics on the free trial you can download the catacombs engine for the trial from the official site as an optional download once you've installed the trial.

I like WOW's graphic. I actually prefer something a "little" cartoonish (nice break from reality IMO). EVE's graphics are cool - too bad the game sucks
Saga of Ryzom easily. When you have a good graphics card, the world looks truely amazing. The art style is incredible also. I'd follow that up with Guildwars, but then again it's not a mmo. Then Eve. Then EQ2.
WoW would not make the list. The graphics are good, but they simply aren't of the quality where your jaw drops in amazement.

I dunno I have a hard time stating that any purely space game has graphics anywhere near on par with any fantasy MMORPG because a spaceflight game only has to deal with large scale graphics not the miniscule detail of trees, foliage, skin tone, cloth simulations etc. Fantasy / Ground based MMORPG's are a LOT more graphically complex than EVE, Darkspace or Jumpgate.

Personally i thought Daoc was bland and uninteresting. Its enviorments looked randomly generated and the charachter models gave you a feeling of "meh".
On the right computer, EQ2 can look fairly good but colorless and bland all the same. Avatars look like plastic toys.
WoW's graphics arent the best per se but WoW does have the best art on the market. From an estethic point of view wow wins hands down, but if you're talking sheer beauty then Eve is the victor.

World of Warcraft: Tech isn't everything. Style and artwork is awesome. 100% handmade, no bad photosourcing here. Awesome performance wise. Seamless world <- unbeatable feature.
EQ2: The king of the hill tech wise in the mmo world. Style isn't the best, but doesn't looks bad. Feels abit to "hospital clean". Good performance in the last patches.
Saga of Ryzom: Hands down for the weather effects. Got a awesome style too.
I may get some odd looks for this, but I personally really like the graphics of Horizons. They look pretty, especially if you have a powerful system, and everything, is.... nice.
For the style however, World of Warcraft is ownage.

I had a look at some EQ2 screenies, but everything in them seems to be plastic looking
Although SWG is 2 and a half years, I think the views you can find there are some of the best I've seen in a game, even when compared to todays offerings
Eve is a very beautiful game. There is no doubt. It's not without it's issues though. For one the third screen you have there is in the game but not at one would think. It give the illusion that a very large area is like that. The reality is that you fly along and there is nothing, suddenly BOOM your in that. There is no gradual moving into the area. There also also the fact that 98% of the game is the same. That 3rd shot is posted all the time simply because it's one of the few unique environments in the game. Finally there is the fact that once you get close to things in game, many of them loose detail. Here is an example:
As for my choices... The first set is from Saga of Ryzom:

it doesnt have to be best. just better than WOW. But still fun to play.
Lineage 2 has sweet graphics, but i heard it sucks overall

Not out yet but, still looks nice.

If the "anime" style appears to you as it does to me, FFXI has by far the best graphics. Just to bad everything else in it pretty much sucks.
Maple Story lol jk.
i would have to say guild wars or lineage 2.

I'd say CoH has the best toon graphics. I kinda like the WoW world, but not the characters.
Ago of Conan looks totally awsome. But dont expect a release untill late 2006 or sometime 2007.
Eve Online hands down.
