On the weaps set up, I run 6 mega pulse and 2 smartbombs. I never got into the NOS thing, not sure why. I don't really need hardeners, it's not a case of getting beaten down in battle. I can take abuse I just seem to suck at dishing it. I have tried using medium guns thinking they were meant to hit cruisers but that failed. O guess where this leads to is if I am out of my element, what is the function of BS in Eve?
Ioci is all speed so in fairness I should be running a BC. Still I can maintain speeds of 900 ms in an Apoc, during combat. Stupid skills like Controlled Burst, I don't have. If I am going to run an energy driven BS these skills are critical. I did some .4 sec runs in a Daredevil and I was owning the cruisers, getting my ass kicked by frigates so the whole tracking thing becomes clear. Though I understand how mass makes easier to hit, I'm not sure if the tracking is in the ship or the guns. That's the point of Eve though, I will figure it out.
Here is the catch though. This is all RP. Ioci is being conditioned to be a Capital Ship Captain. That's what I have planned for her and I don't want to dump months into skills aimed at making her an ISK harvester knowing how long it will take to make her a good Capital ship Captain.

The speed of my BS should make me a virtue when fighting other BS, maybe that will come in to play later but untill I can get good at knocking out cruisers I can't find that out. I suppose if I got all the hardener skills and tank mods it would allow me to toughen up and take the damage while killing the BS, it just forces me to redefine the whole strategy thing. The skills to fly a capital ship will run you around a billion isk. Carriers will cost another billion and change, while dreads will cost around 3b fitted (give or take). You will not be handed one simply because you can fly it.
More to the point, IF YOU CANT FUCKING TANK A CAPITAL SHIP YOURE WORSE THEN USELESS SITTING IN ONE. THERE IS NO SPEED WHATSOEVER IN CAPITAL SHIPS.
The tracking problem that youre having is not having a webber and going too fast for battleship-class guns to maintain tracking. Get a midslot webber and 3 web drones. You'll find cruisers/BCs easy to murder, and medium drones will chew up frigates. Speed isnt going to help you for shit against other battleships, since youre literally outrunning your own tracking right now. http://www.eve-online.com/guide/en/g26.asp

You have absolutely no reason to be going 900m/s in a BS unless you're flying a blaster boat and trying to get into range. That said hardeners are extremely important in damage mitigation and since a BS is really not meant for speed is far more important to survivability.
If you really want to maintain some speed advantage, use and Afterburner, with tech 2 and decent skills you can still go over 450 m/s and will not incur the cap and shield penalties, or lose your ability to hit smaller ships.
900 is with an AB. It goes up to 2200 with an MWD (not possible to maintain due to cap demand) but if none of this is making me harder to hit, only making it harder for me to hit, that really bites.
For such a diversified, sandbox game options seem pretty damn linear all of a sudden. All kinds of was to putz up.

Transverse cuts both ways - it does make you harder to hit (assuming you havent torched your sig radius with a MWD) in addition to making it harder for you to hit. However, frigates and cruisers will NOT have a problem tracking on even a fast-moving battleship. You will have problems tracking on moderate/slow speed cruisers.
Youre flying the wrong class of ship for speed. Try frigates and cruisers (particularly gallente/minmatar cruisers). Interceptors are extremely fast (my crusader pulls 5k/s+ with t2 gear) and fairly damaging. Ultimately, battleships in general, and amarr battleships in particular, are simply not very fast. Making them fast doesnt help that much and entails such a sacrifice of combat power that its counterproductive.
