I don't think anyone buys software with the expectation that it's bug free (or 100% 'complete'), especially games and mmos.
If i bought any game besides an MMO with more bugs than content i would take the product straight to the nearest trading standards office (yes they know me by 1st name now).
They would odviously tell me to take proof of purchase and the box back and demand my money back - what makes MMO's diffrent is they all have "Game experience may change" on the box - i know this from persons in the proffesion if this is challenged and won just once MMO's will change for the better in the future - as "Game Play May Change" will no longer be an excuse like SOE have used so extravagantly.
