Maybe they aren't brain damaged, but I think they are a bit too young to grasp the concept of God fully, making a Jesus Camp a venue for adults to "influence" their children's thought process at an early age, so they question it less later.

No one will ever be able to mature to a level adequate to understand the concept of God fully. To put it bluntly, we're too stupid. And yes, indoctrinating a child with a certain belief will cause them to hold onto such a belief stronger at a later stage in life. But I do not see the problem as such.
