I don't know. I'm not trying to get into government conspiracies. The theories about all the money being in "brown" countries. You know, the CIA introducing crack and cocaine into black communities, US military secretely shipping illegal merchandise overseas, etc. etc. Fact is, people won't accept drugs being legalized.
