I think the OP has a good question and I think the Warhammer dev's ought to accomodate the player base over preserving the meaningless concept of the original design. Who really cares if the Empire was meant to represent northern European types?
Let a player roll a dark-skinned human, dwarf, or even elf. Unless a race is so exotic it should always be blue-skinned or something, there is no reason to restrict player character creation in this regard.

I don't think having different colored folks would not be that much of a deal for GW to approve, heck the allowed the creation of the Chaos Zealot and authorized the lore defying non-Night Goblin Squig Herders, and the rumored male Dark Elf Sorcerer.

So why can't the be dark skinned people in the Empire? there is Arabay and other lands to consider, the Knights of the Golden Sun worship a goddes they learned about during the crusades in those lands, why can't there be immigrants from those regions in the empire? and as for Chaos its even easier, as the call to serve the Dark Gods goes far across the world.
GW has approved some other changes to lore more meaningful than this one, I don't really see why they'd say no on this issue.
I personally prefer character high customization ability in a game so that you are free to play the character you really want; i think Mythic is trying to have fidelity to the great IP they are dealing with.
It wouldn't be an offense for me nor thousands of other players to implement high levels of character customization to make room for coloured races into the Empire or wherever else. Mythic and GW will have the last word on it.

Here's the long and short of it, lads and lasses: IT'S SODDING WARHAMMER! This is not DnD, nor is it WoW, nor is it DAoC nor any number of bloody MMOs. It's WARHAMMER. It started tabletop and the nature of the game has evolved from that. While I'm all for full character customizations (options make us humans happy), without a CONCEPT you might as well just be in the front yard playing pretend with the 5 year olds.

A game must have 1) rules (otherwise its not a game, its just mental masturbation), 2) it must have a concept (like Monopoly, for example...and you can't all be the race car), 3) Players...that's bloody obvious. Whatever Mythic/EA decides to do in the final official release will be that until an update. If they try to make everyone happy they will fail. The 'classes' are obviously based on broad concepts (tank, healer, etc.) but dressed up to look like the realm to which they belong. There, I've said it. Done.

Because you wouldn't see a Araby person wearing Warrior Priest armor. Some things just won't fit in certain races. Deal with it.

Seriously though, there probably will be dark skinned empire, dwarves maybe not, and elves definitely not. There weren't dark skinned germans in WW2 movies because people of African descent were kind of in the same boat as the Jews and thus would not be in the Nazi armies. I'm sure Germany did and does have a small dark skinned population.
I don't care all that much about the Empire as long as there are no dark skinned Chaos or Elves. We are not talking about Chaos worshippers from the far corners of the world, we're talking about Northmen, we're talking about Viking-esque Northmen.

Even the darn Scaracen couldnt go but only so dark... and those are supposed to be people living in the desert for cryin out loud. Hmm come to think about it, I did have an erudite for the whole 24 hours I played EQ.
Northmen, as in they are from the north, they could still give us the option to make darker skin or bald heads though. I wont lose sleep over it though ... since I will be a warped and mutated blue skined minion of chaos and hopefully have a tentacle!
Well, a somewhat unPC lore excuse could be chaos mutation for the northmen. They could also provide the option as a fluke type of thing... sorta like in the thirteenth warrior and such. They're rare, but not 100% unknown.

The "black" people in Everquest had been the smartest most magically inclined race and then suddenly the smartest race goes from "Black" to blue... I almost cried.

Wow, you said it a lot better than I did. That is the way I feel about the whole situation. I'm so used to playing games like Saints Row and some other game that the main plot of the game is to do illegal things as some type of thug or something. Sure they give you the option to be any race you want to be. They even give you the corresponding types of hair to match, but when I come to play some type of MMO or RPG. It is always some kind of short-coming when it comes to making a black character. Not a black-skinning character with blonde hair that looks nothing like a black person's hair. I don't use the term African-American that much, because I just like to be known as an American, but thats another story. I to am of the Black race and it would be nice if they actually showed more interested in giving people (who so choose it) the option to make a Black character.

I never noticed that. I play dark-skinned characters about as often as light-skinned. My WoW Paladin was as dark as he could get, so was my Dwarf warrior - while my priest was about as light-skinned as they came. In Oblivion I'm playing a Redguard - in Morrowind I played a Nord. Whatever looks cool.
On the other hand - like I mentioned above - if they stick to game lore, the only dark-skinned folks I can see in game will be chaos (the Kurgan are a plains people that actually have a pretty wide ethnic variation, and they're almost always included in chaos hordes). Warhammer is a game about the dark side of human nature, about hatred and never ending conflict - people in Warhammer despise each other for what they are and engage in all the most vile behavior of human history. The people of the Empire do not embrace variation. Being physically different is dangerous - being physically different is a sign of corruption, an open invitation to assault and murder by people who will be bought beers at the tavern for the good deed they did in removing the dangerous taint. Read some of the histories and see how the people of the Empire badmouth and abuse people from Araby for what they are, just like they hate and belittle Dwarfs for what they are.
That said, WAR is an MMORPG, and will adapt the source material to something fitting for an MMORPG - where it's usually okay for the population to hate, enslave and murder non-humans for what they are, but not okay to suggest that anyone engages in the same behavior toward ethnic variations in humans. We'll just have to wait and see what kind of line the designers walk between game lore and political correctness.
I think Mythic will have the usual kind of thing where character customisation goes. obiously Orcs will either be dark gree or light green not black, the same with goblins, but the human and elfs will probably have darker and lighter skin tones. I for one would certainly not protest this kind of thing. I feel it is a hamless bending of the lore of warhammer.... outdoorsy types will be dark anyway

Dark age of camelot was based on albion lore and they had scarecens walkin around tre place. Celts where based on Celtic lore but you could play Deeply taned spiky haired celt with black hair. Britons and avalonians with red hair .
So no not everything has to be 100% stereotypical historical lore........ its a fantasy game for crying out loud.
We dont want to play a game thats like warrcraft again where 90% of the people look exactly the same, wear the same armor thats the same color and using the same weapons... but wait, we have seperate name tag above our heads. I miss daoc where you had higher customization and could actually spot your rivals froma distance and gun for them based on what they look like. There are times in wow where Ill not know I am playing against people I know until the match is over and I see the names on the scorecard, everyone looks the same.

...but something as simple as adding the ability to make your character black shouldn't be that much of a problem.

We'll just have to wait and see what kind of line the designers walk between game lore and political correctness.
I think Mythic will have the usual kind of thing where character customisation goes. obiously Orcs will either be dark gree or light green not black, the same with goblins, but the human and elfs will probably have darker and lighter skin tones. I for one would certainly not protest this kind of thing. I feel it is a hamless bending of the lore of warhammer.... outdoorsy types will be dark anyway

yes yes yes... "based" on germany yadda yadda yadda..... but you answered your own statement, its based... not a replical of history. Dark age of camelot was based on albion lore and they had scarecens walkin around tre place. Celts where based on Celtic lore but you could play Deeply taned spiky haired celt with black hair. Britons and avalonians with red hair .
So no not everything has to be 100% stereotypical historical lore........ its a fantasy game for crying out loud.
We dont want to play a game thats like warrcraft again where 90% of the people look exactly the same, wear the same armor thats the same color and using the same weapons... but wait, we have seperate name tag above our heads. I miss daoc where you had higher customization and could actually spot your rivals froma distance and gun for them based on what they look like. There are times in wow where Ill not know I am playing against people I know until the match is over and I see the names on the scorecard, everyone looks the same.
Bring us something new and fresh mythic.
Somewhat off topic:
Only us "westerners" are hung up with how we are portrayed in our games... the Japanese gamers and developers could generally care less at how much their character resembles them.
90% of the games there the 'avatar' of the game usually looks nothing like an Asian, heck in most fighting games only the "Bruce Lee" wannabees even slightly resemble Asians (Kung Loa anyone?)
Heck the only mainstream game that I ever played from japan that had a Asian main character was: Onimishu
PS: And Ryu and Chun Li are about as Asian as me in a kimono and I am part Vietnamese!!
