The pvp they got is good enough for me. I rather them worry about stuff that is going to make the game successful like content and pve endgame and let pvp be an afterthought, you want pvp grow some cojones and play some CoD or battlefield, thats real pvp.

call of duty and battlefield are entirely different games. If you're too scared to pvp in an MMORPG then you got problems.

Agreed, pvp without consequences such as losing random gears is just a griefing system.
Also do NOT color code a players level in pvp. That is just LAME.
Make it so that a lvl 1000 can not tell whether a lvl 1 is lvl 2000 or lvl 1 ... unless the players can tell by the type of gears and weapons, tough fokken luck.
Finally to really cover up the players level to the enemy implement the (vanity) graphics modification system that can be found in quite a few mmo these days (aka AION's remodling system).

Trust me. If you go out there and try to gank someone, they will eventually ambush you with their friends until you lose all your gears in a consequence pvp.
In a non consequence pvp game they just won't come back to the same spot or quit the mmo.

The mainproblem I've got with SWTORs PvP is that there's no reason to do PvP in the first place, but only to brag about kill/death ratios etc.
PvP is only good, if it is the basis of the games economy. If there's no need to fight for ressources (ressources that everyone should need to craft any damn thing in the game to begin with), then the PvP isn't anything I'd consider taking part in, which turns the whole game into a pure PvE-MMO.
PvP-servers doesn't change anything on the above, aswell as world-PvP-zones... It's a waste of developer-time imho, if it's not an integral part of the games economy.
With that said, I couldn't care less about it actually, as I see SWTOR as a "World of Star Wars" anyways, which isn't too bad, if they get the game polished up and PvE-part done aswell as WoW itself.

To be honest, I dont believe FFA PVP transfers over well for the western mindset. In asia, big guilds are the norm. Like...very very big, less independent compared to western guild play which tends to be smaller more privatized. In Asia their own guild system of mass guilds will most likely create their own factions...but in the west it just ends up turning into a anarchy like setup where anyone you see can stab you in the back for no reason other than that they can.
There ends up being no motivation to pvp. While the asian players may pvp because of real life guild rivalries, in the west, the player often looks to the actual lore of a game or setting to give them a reason to fight. Again two different mind sets. If the developers were smart, they would have done a test on the western shores.
Two PvP servers, one with automatic factions, aka RvR, and the other FFA. The experiment will show only the small minority will feel at home on a FFA server as they tend to drive people away. They are niche, not mainstream pvp setups.
FFA works great for say EVE, but in the fantasy settings with small worlds, it just ends up being hate filled anarchy.

I think you're under estimating the demand for a good FFA no rules pvp server. Just like in the East, there are guild rivalries that go far back, people are waiting to smash each others faces in but there just hasn't been a game worth while for it to happen.

There has never been an MMO game with a successful FFA no rules PvP server, and for good reason. This is one of the reasons AoC failed so badly. PvP is only fun when there are rules/consequences for your actions.

Faction pvp games have come and gone, most if not all have fallen flat on their faces with failure (War, Aion, next up is Rift). Some of the best pvp games have in fact been FFA (EvE, L2, UO).
RvR also can also be viewed as a faction game also but if the races are all mixed together then rvr pvp gets pointless.
As you said, FFA PvP promotes small group / guild rivalries but it will need a strong reason or reward for groups to fight over....only time will tell if BHS has the right formula for that at end-game.

It is also a question of how long should it take for you to be able to pvp or find yourself a fight.
We all want a big fantasy online world and Tera is atleast what we know a really big world, as I read somewhere even bigger than Azeroth in wow.
In a really huge world it can be hard to somtimes find a opponent in a faction based game especially once the intence leveling period have ended.
So for say like in Aion one faction is greatly bigger than the other one the world pvp stopps completly.
I ran around in Aion at lvl 55 with my Elyos for 2-3 hours and found 3 ppl to kill.
In 50% of wow's servers there are an inbalance between the factions casing the outdoor pvp to suffer greatly.
... and this is not fun. When I want to pvp I dont want to wait 30 minutes to get a fight.
Sure if the server would be decently balanced it works and is really fun but even then when you are on a pvp mood you can sometimes run around quite some time before you find a opponent.
Free for all means that you can chose your own faction, and if your own faction gets to big and you wanna switch teams you can if you want.
It also mean alot more pvp in the outside world.
More opponents and no need for a battleground that you get sick of after playing it 500 times ;p-

I am an avid fan of pvp with consequences myself but in my personal experience you don't even need player loot to have excitement in (world) pvp: substantial death pennalties in the form of proper debufs and lengthy corpe runs can be enough reason to "really not want to die" and yield subsequent thrilling moments. Also there is a major difference between games with open world pvp and those without. In that sense I found WOW much more exciting compared than WAR for instance, which is supposed to be a pvp focussed game.
Mythic's fatal flaw was that death pennalties were too little and the "death-respawn-back in action" cycles were far too short. In WAR death is a mere short break in the action. Also PVP was always consential because it pretty much only took place in pvp designated areas (even on pvp servers). I must admit I had much more fun doing world pvp without rewards in WOW back in the days: kill and be killed wherever and whenever, with often long, annoying corpse runs and hungering for revenge. Much more unpredictable, exciting and fun.
But you would be right in saying that losing your gear/spaceship/valuables is a sure way to find real excitement in pvp. (EVE can still make me tremble from stress, hehe).
Anyway, the politics and real time aiming / action combat aspects to Tera look really good on paper. I just really hope that even without player loot, they will implement pvp to be "harsh and unforgiving" enough to be exciting: to me that is possible with proper death pennalties and the freedom to kill and be killed in as much areas as possible (on pvp servers of course).
p.s. Not sure about Tera's specific mechanics in this regard. I have yet to dive into all the available information. So feel free to confirm or crush my hopes

Providences have leaders called Vanarchs
Vanarchs can run for the office of Exarch
Exarchs are the "kings" of continents
Additions can be made to a city through the taxes ("expand the city, build some new stuff").
Political power includes adjusting tax rates, instituting in-game rules, changing spawn rates, and more
