1) Sandbox does NOT mean no PvE. Where you got that impression is beyond me. But your lack of education on the matter is your own problem.
2) PvE, whether you like it or not, is going to be a part of MMOs forever. I am a guy who prefers pvp. But the stats are clear on this 1, MOST mmo players prefer pve even if they dont openly admit it. Games that offer pvp servers show that pve servers hold far more population. Games like EVE online, known for its pvp has a VAST majority of its players in high sec space(safer zones). Your best bet is t hope for games with good PvP AND PvE and give up on the notion of games without PvE.

Ok,after this and and other responses i'll give up on this topic as many on here are still trying to understand your argument and many like myself,just do not wish to devote any more time argueing and going round in circles in a senseless debate.So there is no point in engageing any further on this topic.

I think OP has a very good idea on adding random special loot in some exploration points that is hard or needs to time to get to. I like it!
But I disagree on sandbox shouldn't have PvE in it. Let say if that is the real world, I don't think hummanity will likely to just kill each other for survive and eat their flesh? ... right ?? there should be hunting other creatures and such, isn't that PvE ???

Sandbox? I guess its preference as far as the term goes because everyone seems to have their own opinion as to what a sandbox is but there's one key similarity to all of them and that's content. The game in its current state has no content, theres two things you can do at the moment and its killing stuff. Nodes for collecting mats to craft haven't been implemented yet. Exploration as OP stated does nothing but you still hear fanbois screaming sandbox. I guess sandbox for them means you can kill stuff?
I've CTD four times now in 2 days. I've been killed by invisible mobs 6 times and lost loot every single time. Random spots on my screen appear and disappear. I've been cussed out and called derogatory names by chat trolls. I've been ganked by groups of higher tier criminals 3 times in the starter area, basically have no loot to give out and they get no skill gain, its purely griefing or ego boost?
I love PVP but when its pointless griefing. dubwa te ef?
BTW if anyone is considering buying the game, please buy my copy! Fanbois too you should buy my copy and give it to a friend as a gift! Ooooh wait you guys have like 0 rl friends... sorry. Give it to that facebook friend with the hot profile picture.

This is the 4th time i will say that i am not proposing a complete PVE wipe, i am against the GRIND. PVE is fun but right now its just there for you to GRIND.
I also agree about Tier 1bieng totally outmatched by Tier 2, when Atanasov said that it will all depend on skills and a noob will be able to kill a Vet if noob uses his skills better. So lets say a tier 2 goes against and kills a tier 5, right? i dont think so.........you cant go against anyone that is even 1 tier higher. This gives you a feeling that youre playing a Chinese Grinder where only a higher tier weapon matters.
And let me repeat it again too all fans out there, you know nothing about sandbox, just becuase this is the first seamless MMORPG with no instances that has come in a while, does NOT make it a sandbox. Just because you WANT it to be a sandbox, still does not make it a sandbox, theres pretty much no sand to play with.
Even with performance stability this is a no-content MMO, that IS NO DIFFERNT from any other RPG besides having a seamless world. This game is ages away from being complete, it will most likely not get enough support and die out, and if it does survive with 10 people left working on it, it will simply be forgotten by many. Hate my opinions all you want that so far this is where it seems to be heading.
