This gameplay video has some third person. Not too detailed. So there might be third person while in combat. My guess probably around 85-90%?

The only thing I hate is that there's no non-pvp servers. I keep getting killed when I'm doing quests, training, or traveling. Other then that, this game is alright.

Yes you can explore. It's not just about blasting your foes to pieces. You can travel on foot, vehicles, or public transportation (like the bus). There are cities to explore. I don't know the death penalty for this game. Sorry
