Dlvling happens if, say, you are at lvl 30 and 2% and die. You lose 10% xp when you die, and of course you can't be lvl 30 and -8%, so you go back to lvl 29 and 92%. You can easily get that xp back, but it sucks to lose that lvl for another 8%. ^^
