I would think it really depends on how long it takes them to clean up all the bugs in GW2. Nothing is game breaking, but there are so many little things that you run into constantly. Was expecting more polish with how everyone was talking.

Headstart is the launch of the game in every meaningful way. The game is brought up to be in continual service just like at launch. The only difference is the numbers of people are going to be a little lower on those first days.
Haven't gotten to try the underwater combat yet. But, I have to say that I don't feel the downed state adds anything of value to the game. Personally, it annoyed me greatly and I would rather just be dead and respawn.
