Why would they up the hp? I think the balance is fine as it is (just remove the downed state)
If I was you, I'd stop my crusade, because it definitely won't happen. Not only a majority (here) like the downed state in PvP, but it's also a core part of the game's balance, considering, as I've already said, that there are no dedicated healers.

Did you play the original GW1 GvG?
If you did you will know kills were generally achieved by a team effort - you had to stop the enemy monks, remove any protection from the target (cast by monks or others) and keep your damage healers clean from damage hampering conditions and hexes.
The down state allows to game play be somewhat similar to that - kills are much easier as a team effort and also eliminates guys being wiped without having time to blink.
Now, you might think 1 shotting and spikes is fun and should be what PvP is about. That is ok, but that isn't Anet PvP filosofy.
GvGers played PvP in GW1 for more than 2 months.

Does anyone else think that this feature sucks in pvp?I think it is horrible and they need to 86 it.I don't want to have to run right on top of my enemy and push a special key to kill someone.Just let me use my class skills.It really bothers me.
The part I hate about it is everyone seems to rush to get the "killing blow" on an enemy.
For instance in WvW some random enemy would get nabbed and downed then all of a sudden 15 of our team mates would run to "finish him"....it's friggen annoying because while all 15 of them race to kill this harmless downed nab, we are 15 less players in the fight.
It should be easy to kill someone in downed state without having to walk over to them and curb stomp them. It's almost like having to kill them all over again a second time after you've downed them.
It's a cool idea, needs tweaking. I personally don't think it should be in sPvP either.

So because I think a mechanic is appropriate, I "can't see straight". Sure. Pot calling the kettle black, man. You're so focused on hating the mechanic that you completely refuse to listen to any explanation of why it's there and of how it fits the game mechanics.
