Isn't this all useless right now since the systems don't actually exist and might not for a very long time if at all
A big slice of the lore of any game is usually outside the content scope of said game. But it requires the necessary logical lore setup and so forth that give the world (playable or not content-wise) all sense.
So I don't find it useless because the systems in question are not released, gives a good localized overview of the setup and the lore of the announced game universe.
I remember seeing this last year and noticed that bit "CIG Hire Me plz", he though is very talented, considering the tools and the resources he had available to make it happen.
It's one of the best ways to get to work in the company or even the development of the game you like, creating content that captivates their attention. haha

One thing I hate is when the game magazines or websites put a unfinished game on a top # list. Congrats you're responsible for keeping the hype train going on something that might be DOA

How do you know it's in the top 100? If it is, why is it? It hasn't released.

Nothing on the first page mentions that SC is in the top 100 games. It would be strange for them to include a non-released game in their top 100.
I would say the Title "Top 100 Issue" is a hint ....
and it is about the 100 best games in 2017 ... so i guess many of them are not out yet ....

The title top 100 issue is exactly that, their top100 issue (1 per year iirc). Their Star Citizen article about planetary landings could be completely unrelated and it most likely is.
I read it more as the top 100 games 2017 edition.. as in they've replaced games in their top100 list with newer better games that came out since their last top 100 list in 2016.
It makes a lot more sense than adding an unreleased game in their top100 list.
Except, PC Magazine is not unknown to do a pages for cash exchange. Money is money. Journalistic integrity is so last century...
They get one exclusive hands-on a 3.0 build that nobody else has had before, that is mutual benefit from the start, the exclusive is given in return of more highlight, so it just works.
