Hmm underrated wise... hmm... I suppose its a bit of a hard question how you define it and where you are viewing it at.
If you are looking at it purely from a Western perspective then Aion would hands down be a very under-rated game. It really had one of the first combat systems that gave a feeling of 'action' having abilities combo and work off one another in such a smooth fashion. It was something that really felt satisfying and in some part I think really helped to usher MMos to have a more combo focused style of gameplay. If we are counting Underrated outside just the west, this game wouldn't count (pretty much the #1 MMO in the east for several years) but its very noteworthy given the lack of traction it really received.
Allods Online was a rather amazing game in its own right. Very much taking off the Everquest style of gameplay (Yes, I'm totally not giving Wow credit for something EQ1 actually solidified the format of before wow took the idea and somehow gets all the credit despite only refining it, not a bad thing just sad it gets all the credit) it really had fun gameplay and an interesting world. It took a more steampunk feel behind it which really made it enjoyable to play. Sadly, the greed of the company is probably would most stiffled any chance for this MMo to go somewhere. It gets the 'clone' label, though its one I don't feel it deserves at all with what it managed to do. If only greed didn't hinder the game so much.
I'm gonna go with FFXI. Adoulin was their best expansion in half a decade and the games graphics have aged very well compared to anything else made around 2002.
It's also one of the only old MMO's that didn't go full retard on the loot system. Certain items from two expansions ago are still useful today. Class balance is still horrendous but I had more fun then I thought would for a time.

Hmm, difficult one. I would say Vanguard. With open world and dungeons, nice crafting, even diplomacy, ships! and loads of PvE content it definately would be a game I would like to give another try.
Unfortunaley it had the worst launch ever and combat never felt right. It was somehow disconnected from the actual world. But with a better management and some improvements it could have been a great PvE MMO, which are rare. It didn't deserved to be shutdown imo.
Definitely Eve Online. Pretty much everything everyone wants in a sandbox game is there, yet so many people simply can't seem to get into it due to a combination of the genre, ruthless pvp and brutal learning curve.
To each his or her own, but I suggest that Eve is not underrated, and that you have listed some of the legitimate reasons why people don't play Eve Online.

Aion and Echo Of Soul got me through 2015 after I retired from Lineage 2. I think my Templar is around level 60 and I will probaly go back once the update launches. Aion is also getting an awakening system.

Any game before Wow. Someone mentioned Ryzom. I can get onboard with that one. Funny because i just loaded it up again a couple of days ago. I really feel the old games are the best.

I had some fun with EVE but quitting wasn't a matter of genre, pvp, or learning curve for me. I love the visual style and setting of EVE along with the space game (despite what I'm saying below), I love the PVP and the atmosphere or risk and competition it created, and I love a game with a steep learning curve. It all boiled down to the lack of ground game and my inability to relate to a ship. You spend all that time in character creation, making beautiful characters (that IMO look better than BDO), selecting clothes or even buying them in game--but aside from strolling around the useless captains quarters there's nothing to do with the character itself. You spend half of your time watching a ship that you can't even fly twitch and the other half docked, pouring over menus.

I played a game called Allods Online I think it was and it was a really good game that I always thought was underrated. Apparently after I stopped playing it got ruined by the company running it, but it was loads of fun.
