I don't know why people love Blizzard so much. No company has innovated less and regurgitated more than them. Their only game that didn't feel like a complete ripoff of another gaming system and/or license material was Diablo.
That isn't to say they make bad games, but they don't deserve the worship they get. Especially not with their recent titles. Diablo 3 was crap, SC2 was just SC1's second expansion, WoW hasn't released a decent expansion since WoTLK, and their sad attempt at ripping off DOTA was cringe worthy.

personally I think focusing on the developer is somewhat akin to brand loyalty. I know that might sound like I am being evasive or difficult but I am not I am just trying to suggest that it often reminds me of brand labeling of shirts etc. thus I prefer to just look at the game more than the developer

SSI - They may have had a short heyday, but they pumped like 30 AD&D gold box games!!!

Blizzard had 24 years of great games. Blackthorne, Rock and Roll Racing, Warcraft I, II, II, StarCraft 1, BW, 2 + xpacs, Diablo I, II, LoD, Lost Vikings, Wow, BC, WotLK, Hearthstone, D3 RoS?
with baldur's gate, neverwinter nights, knights of the old republic, mass effect series, dragon age series Bioware is looking really good. Blizzard did a good job and had a good run but they just don't interest me lately. But they do interest a lot of people. But the king belongs to Ubisoft hands down. I don't know if I have a developer I think is the best. Because it could be narrowed down by different things for each person. I feel like IMO Blizzard is probably one of the best, they consistently put out extremely high quality games, over and over. I don't think they have made a bad game in my opinion, and each game is extremely fun for me.
On the same note I really enjoy Nintendo quite a bit. Every era of Nintendo. I don't think they have any first party titles that have been bad and developed by them. Zelda the entire series as a whole has been extremely fun, every single game I've played (which is all of them) was just super fun. Same with Mario and that even includes the weird offshoot games like Mario Party and even the Soccer game was fun when they released that. Nintendo just puts out super high quality games and might be the best developer to me.

The best game companies in history in no particular order:
TSR Avalon Hill SPI FGU Steve Jackson Games Yaquinto Publications
SPI in particular produced some awesome games, board games although some can now be played on computer; a copy of S&T (Strategy & Tactics) and new game every month - happy memories. Avalon Hill board games as well - although they also published other company's e.g. Gibson Games Kingmaker.
When it comes to computer games .... a lot of companies have, obviously, produced memorable classics but have then been taken over or produced further classics. At what point, for example, did Westwood stop being Westwood? Or Sierra. Or ...
Paradox Interactive? Firaxis? Tempting but one eye on longevity - a history of good, sometimes stelar games, I will also say UbiSoft. (Current owner of what was SSI, also a great company ofc.)
It would be SOE for me. When I played Everquest I had many occasions in which I was forced to use their customer support and each time I was met with very nice and polite and helpful people. The first time was because I was being harassed and this GM was invisible and watched this player crash me. I think they used some script and managed to get me kicked each time because I had them on ignore. After that they created numerous level one toons and would send me tells .Each time the Gm helped me.
Then I wanted to change my name and they came and did it in a dungeon and made a small ceremony out of it.
Then I accidentally deleted a character and they restored it after two weeks. So for me they were the best.
