I'd consider ... both.
Though PvE is great content for the leveling process and playing with friends, PvP helps in end-game content; City of Heroes for example (pre i13), was fun to have a bit of PvP action when you have a few minutes to spare.
I agree with most of the points stated by the replies. You may have spent time writing this from sratch, MMO, but it seems you haven't played the game long enough to really understand the difference between Brutes and Tanks.
