Actually, the game takes place between seasons 3 to 8. A large span of time that allows plenty of variety to be involved as well as a large segment of the various races encountered.

There are going to be two factions. I didnt see anything lately that said there would be no PVP, in fact with the two factions they are planning I will be surprised if they dont have some PVP. Time will tell. dont panic yet.
