TBH, I think studios have tried really hard to bring something special to the table, to be ambitious, like Storytelling (SWTOR) or persistent PvP (WAR) or SandPark (Vanguard). I used to think they just screwed these games up because they focused too…
a GTX 670 and an ivybridge i5 is all it takes to Max out newer Games: 600 buck Budget... i remember Dumping 2000 bucks and more on gaming related Hardware in Pentium 3 times... Entertainment Electronics are cheap as f*c nowadays

heavy starter gun is one of the best rifles in game, certs for that class are mostly utility with no improvements to stopping power or armor...

as everything gameplay relevant is accessible via ingame currency (ns-11 included) the answer is no, its not pay to win, not by a huge margin. compared to restrictions in other freemium games ps2 is extremely forgiving....
