I can't access them too. This happened before for me. Two months ago, for about 3/4 of a day, www.plaync.com and www.coh.com were both down for a good number of people on the east coast, so I think they are having the same problem again.

Where are you getting the number of accounts online from? I've never known of a way to see how many account are online at one time. Also, although server mergers are not on the way, server tranfers are. there will be a small fee attached to them.
