I believe it is for server time only though, not location, so if you're trying to pick a server closer to you for ping reasons, they are all on the East Coast.

Took me like half an hour Click the little arrow to the right of the word Aion in your launcher and select update...that switched to full download speed rather than trickle speed Hope that helps
