If the motherboard chipset is compatible with the current setup of your hardrive, for example, if your hard drive is NTFS formatted, and your new MoBo is NTFS compatible, you don't have to format it. It's still a good idea, but it's not necessary.
Also, if you're switching processor models, for example Intel to AMD, or Athlon XP to Athlon 64, you should format on the safe side.
A rule of thumb is, if you're unsure, make a backup disk and format it.

Sounds to me like your buying a package there. Problem with that is you'll probably end up with some unbranded crap, like your ram sticks (they're not going to stick in Corsiar, ill tell you that!). I would also reccomend getting a 9800 than a 5900 as the 9800 is much better.
it will probably run DAoC pretty well, dont have first hand experience with DOaC but i expect it would probably run on full settings.
my poor siggy, well i just switched computers, and my other computer (with all my images and stuff) dosn't have internet for a while. And my host died, so i will be puting it back on in a few

reminds me of this chap that wanted to game and asked me to help him with his system.Was on a limited funding but insisted on a pentium 3ghz(fastest pentium then).
I asked him to go with the much cheaper athlon 2400 but no!
Then when it came to a gcard he was all out and could only afford 512RAM memory stick.
So i got him a second hand FX5200 for £15($25) and after a round of SWG he starts to complain the system is crap and he lags in town!

As someone that played with many memory sticks i say this.The type of memory is much less important then the Gcard period.
A 1GB pc2700 R9800pro athlon 2500 will beat a 1GB ramus Geforce5200 pentium 3GHZ to the ground with both eyes closed.
I rather invest in a lower brand of memory and put the money in a higher end card then do the opposite.
Only time i ever consider the best brand of memory is if i already got enough cash to buy the best Gcard there is out there.
