It depends on the time. Last night (friday) the EU server was in Very HIgh. I didn't pay too much attention attention to the rest, but I think they were in the Medium/High range.

Nope, troyzz It was in english, yes, but not that plain The lvl15 thing was ONLY for the extra 10 free days. There was no requisite for the preorder playtime.
