He bought it again, although he knew it was in bad state (done chargeback already once) = done chargeback again = fraud

Release = I purchased the game listening to the fans how awesome it was, yet when I played (probably 2 hours or less due to the servers crashing) I found that I was being told lies, and found out it was completely broken and incomplete. Thus deserving another dispute.
I am just trying to ask... how is it a fraud when StarVault never responded to my 5~ emails to get a refund on the PREORDER and why its a fraud to ask for my money back when the release came and it was completely bare and broken.

I'm not against you in any way mccoy, but this thread isn't going anywhere and you won't get anything out of it. You got your first few answers and should be satisfied with how things turned out, if you get me. There isn't anything else to get out of it.
You got annoyed about the state of the game and got a refund, regardless if you did it once or twice, good for you, good that you were able to get back the money spent on what you consider a broken product. End of story.

3) 90% of the beta players I talk to are bored of MO pvp (as thats the only thing to do right now) and they are worried for Starvault. They still like that they preordered the game, but many doubt they will play after the first 30 days after launch.

Maybe it is my faith, which is too weak to belive in such things...

While I think personally it was slightly fraudulent to ask for a charge back the second time clearly having a clear idea of the condition the game was in upon second purchase, good luck with Xyson. Hope they don´t let you down.

It depends on the reasons for the chargeback. I am not familiar with the reasons he gave his card company/paypal for the second chargeback. If it was invalid the company could certainly fight it as such.
My own chargeback was due to non-delivery of product. When you accept Visa/Mastercard etc you also accept their terms of service. One of those involves delivering the purchased product within a certain amount of time. They charged my card in July, but had not delivered a product, nor responded to multiple attempts to obtain an update.. by early December. This fit the criteria required to file a chargeback for failure to deliver the product. The card company attempted to contact them as well but as far as I know they never even responded, thus the charges were reversed and all interest refunded. The kicker is that about a month or so later I actually received the boxed copy of the game (it didn't work.. but that's another story). My mail to them stating that I would be happy to return it if they wanted to pay for shipping went unanswered...
TLDR: Credit Cards come with certain benefits for the users to protect tem from shady companies. If a company decides to accept these cards as a form of payment they are bound to honor the terms of service. If they cannot meet them.. customers are well within their rights to exercise their rights to a chargeback. The only fraund is that of a company failing to meet those terms of service which were agreed to by use of the card.
