The OBT basically marks the release of the game. Characters won't be wiped and Early Access (for those who purchased) ended on last Saturday, the start of the OBT.
The visuals are really astonishing, it also runs smooth on maximum settings with a good gaming PC. The day-night cycle adds to the high quality graphics.

Opting in for an open beta doesn't make sense, you'll just be able to download the client through Battle.net and play. Also it might be January as the guy on stage said himself.
