• A gnome has better racial traits for a mage overall. Pick the one you like the best though. Why not just roll a troll and gnome mage, at the same time, and just drop the one you like the least after trying both out.

• There currently isn't one, so a lvl. 60 can kill all the lvl. 1s he likes. You only get dishonor points for killing lowbie NPCs not flagged for PvP, I think.
